Maybe I've just not noticed it... but it does seem that the amount of time needed hasn't budged at all.
Low level combat oriented spells already tend to cast incredibly fast. This is also a thing that does not directly translate from oh say D&D where casting time is a standard action, one round, etc. It's based off of the processing power of a computer, and so if you got say a 10% increase to your casting speed, you probably would not even be able to detect it.
