The only fault I can see in this is that no one will wanna lead tribunals, unless something happens and tribunal leadership gains something more.
They take an oath break flag to become tribunal lead and loose what skills were gained. Leadership will truly lose alot of it's benefits. If this was done though I'd support much stricter roleplay requirements for cabals again. I remember that they used to be elite in RP and PK. That would be very nice. A real step to elitism as far as characters and away from players again.

As long as there are lieutenants, there will be a way for people to get into tribunals. What is the requirement for a leader when a lieutenant can induct?

I think dual membership only makes any sense if CRS moved to cities instead of cabals.

I really like the new structure. Leaders can focus on leading, and lieutenants can do more of the support work. I do have a qualm, though, that leaders should be making more of the top-level decisions.

If a lieutenant inducts someone a leader doesn't want, his recourse is to remove both of them. That's fair for the lieutenant, but hard on the applicant who's now an Oathbreaker for no good OOC reason. Maybe this should require prior approval, only letting lieutenants induct people on a leader-created list?

Also, the cabal/tribunal diplomacy and economic systems should remain in leader control. It's hard enough to get both leaders to agree to these sometimes, without extending it to others.

But I'd be willing to take it as-is, except for one thing. The current setup of tribunals and cabals strongly favors good alignments. The Midnight Council is stuck with only itself as a possible tribunal choice. Evil Druids have no tribunal that'll take them. Harlequin anarchists are unlikely to find a tolerant tribunal. We'll need new cabals/tribunals if dual membership isn't to further skew the power balance towards good.

I could see room for more groups were the involvement in both tribunals and cabals allowed for each character. A mock-tribunal that gives PC's merchant guards in Uxmal. A division of the MC and the Imperial Elite. Maybe a homeless tribunal. Maybe any of the numberless of dark cabal ideas.

Well an easy way to deal with the wanting involvement of leaders. You can pledge and if the lieutenant thinks you completed whatever tasks that he sought of you, he can submit you almost like paper work waiting for approval. From there the leader gives an official yes or no. For Example:

Lieutenant put player A through the wringer to test his resolve.
After player A impresses the lieutenant, Lieutenant Flags player A like is done currently during induction. At this point, When leader is around next it will prompt him to decide whether player A is a worthwhile Candidate. If leader selects yes, He receives an invite to join said group, where that player then can choose to accept or decline immediately on his next log on. If leader selects no, oh well. The leader or another member of said group can find a way to tell him that he failed.

This idea can be used to protect anonymity of leaders and recruiters. It can be done more formally if the players wish it. I mean imagine a harley that is brought in not knowing of a single other member of the harlequins.

Lieutenants wont have an hour requirement. Lieutenants will be able to induct, so knowing the exact leader is going to be difficult unless the leader or lieutenant tells you who it is. Only when punitive actions (tarnish/absolve/uninduct) are taken by the leader will anyone even know a leader is online for sure. Leadership is still important, because lieutenants could almost attempt to stage a coup with this system. It might be possible, but it wouldn't be very easy.
