Edoras, it'd be hard for me to make a good list because there have been a lot of code updates since I played. I will do my best, though. I also won't list the same class twice, for the sake of brevity. Also, to clarify, to rank high on my list, a combination would have to excel against a majority, if not all, of the race/class combos he is likely to face. I am also assuming that the combination is played by a skilled player who can get the most out of his character, and that he is facing skilled opponents who are capable of exploiting his weaknesses (otherwise necromancer and rogue get would be ranked much higher). Also, my list is probably affected by my own strengths and weaknesses as a player. For example, I have a much easier time picturing myself being successful with a human paladin in the keepers than any kind of necromancer, though obviously some people will disagree with me ranking paladin above necro. Shaman also would have been ranked much higher if it were not for their general inability to lock down their targets and land a kill, and their impotence vs MR barbs. Priest is a great class but very weak in solo pvp.

My list might be innaccurate because of code changes. For example, now that AP and MP are different enchantments, warlocks might be able to do damage with their spells.
