How many of them were GMs anyway? I think people were playing, but they didn't bother with levels back then.
I'll give you a simple example. Allikat's past chars were never GMs. Her Yenko hellions were like mentor or so, and her paladins after them were not GM either.
On the other hand look now, Allikat's chars can easily hit GM today.
Levelling today is easier than what it used to be.

Allikat's characters not reaching GM had nothing to do with the difficulty of reaching GM, and everything to do with getting caught mudsexx0ring you and others and then imploding.
Also, you had the majority of people being GM and a lesser number floating in the Master/Champion zone, mostly those in classes that didn't need to be GM for any tangible benefit. It also didn't matter anywhere near as much, like I said before you saw a lot more characters PK/RP active at a lower level for a multitude of different reasons.
So while the percentage of GMs is higher now, it's only because of the extremely low number of overall players in comparison.
