That comment doesn't make any sense when you think more about how the system works. Squads scale with number of PC defenders because they are there to encourage you to raid when PCs are around. If there are PC defenders, there won't be many squads. If there are no PC defenders, there will be more and much bigger squads.
You have only three people but want to raid? Raid when you have three PC opponents. That should give the most satisfying experience for everyone involved. That's the goal anyway.
There are a few bugs with the system right now that make it not work so well. People already attack in groups of six to nine and the squads are not a challenge for them. I am working to change that next update.
Isn't the flaw in this that it completely disregards the role played by the guardians themselves? How can a cabal raid be considered "even" when that same successful raid requires that the invaders face an equal number of PC defenders IN ADDITION TO the outer and then inner guardians?
It seems to me that the balance that is missing in this equation (and is hopefully the balance you're trying to find in the system) is how to discourage ninjar raids via the AI and yet encourage PvP raids that provide a challenge for both the invaders and the defenders. Unfortunately, if you're looking to encourage equal numbers of invaders vs. defenders, the added element of the extremely powerful inner guardians can drastically throw off that balance.
