I think the point is that if you have, say, a Bless effect whose bonus to Willpower is greater than the impairment negative to Willpower, until such a time as the impairment negative stacks to reduce Willpower beyond the bonus granted by Bless, impairment will not show in affects list. It would be similar to how some bonuses to saves stack, but only the greater of the two will appear in the affects list.

Well, I know that if you are frenzied (penalty to MR) and have force shield (bonus to MR) they do in fact both show...Unlike, say, Bless and Prayer, or Frenzy and Rally, which have overlapping bonuses which do not stack.
