Does this count as attack if you pursuade in cities? Will it get you outlawed?

Only if it doesn't work. IE they make their save, or you just plain fail the skill.

I think charm should work the same way. If you sucessfully charm someone they should not be able to report you.

I didn't think that any observer would know if someone got intimidated. I don't think I have ever been seen doing that in particalur if I won the persuasion roll

Everybody in the room sees that you persuade someone do something, even when it is successful, which imo is totally wrong. There are no needs for buffing bards (save for shield block perhaps) but there are many things regarding there skills that need to be fixed, as it has been proposed in various threads, and still nothing happens.

Why is it wrong that they see you verbally convincing someone to do something you want? Sounds pretty noticable to me.

Pursuade is a rudimentary form of mind control. Bards abilities are enfused with magic, if you read their help files.

Use of magic is obviously controlled in Pyrathia, as it would have to be.
