It has been asked before, and the answer is no. The only thing art affects on bard skills is scrolls. And indeed, bards use the affects of songs and soothing voice, not real magic, but the "magic" of sound. I am not sure if art should or not affect the power of the songs, there are so many factors that affect them already. Do you need art for that?

Poor bards have to dump stat points into enough places, it would be pretty painful if they had to start dumping them into ART also.

A griffon bard could max their stats...GRIFFONS FOR BARDS! Havn't you ever heard of a song-bird?

I'd make a bard grifzor for the fistorz in a minute.

I did answer this question previously and the answer was "not very much". Art is effective wherever an ability grants a saving throw. Most bard songs do not grant saving throws. However a few, such as chords and song of sleep, do. Therefore art should be helpful for them. However I'd still say that art is not a premium investment for bards.
