Second degree infiltration of IC knowledge makes it near impossible to police. I may never have learned of the abyssal tower on my own, for instance, but somebody comes along, who may have been alive for quite a while, and tells me. They never came up with an "IC" (as in, they never went and figured out everything themselves) way to do it, but now that they've told me, i know, and there's no real way to stop this. I have no way of knowing whether they actually knew ICly or not, but I could still get burned for using it or passing it on.
It's something that really has to be changed within the playerbase. The IMMs can't do much about this except to catch blatantly obvious transferences of information.
