I log in and Shandraelle walks into Baltus' area and is ambushed. The area clearly was affected by an organization at war with the Peacekeepers. Baltus does nothing.

Shandraelle walks in and gets whacked. For one reason or another, she cannot order Baltus - but Baltus sees an innocent get attacked and does nothing, a superior officer no less, and does nothing?

Is this right?

Unfortunately, yes. I had an identical situation a few months ago. Law NPCs won't normally assist in combat unless grouped, and will only attack if an outlaw enters the room. Nonsensical, but the way it is. If you can run and report the attackers the NPCs will immediately start combat however.

You want to make some code changes, well here you go, this is a prime example of a little stupid thing that just doesn't make any sense.

I've also found it dumb that a Tribunal Leader, much less a Tribunal member, can't group a full compliment of guards to defend the city. Yet a Necro can roll through town with 20+ undead at his disposal.

There you go, two primary problems that need to be seriously looked at.
