I assumed that with dual weild and second attack I'd occasionally be able to land 4 attacks on an opponent, but I've never seen it happen. Most times I get three.

Does it come down to weapon quickness or something?

Well I am superb at both. I thought that I'd see four attacks at least occasionally but I've never once seen it.

Be sure your using swashbucker friendly weapons.

In other words look for faster weapons, also your skill with the weapon type comes into play too I believe.

If your superb at sword you have a better chance of getting all four attacks when using two swords as opposed to using one sword and a dagger(assuming your dagger skill isn't as good).

I have sword mastered.

What're some swashbuckler friendly weapons though? I've tried longswords, katanas and polished silver swords...

You can use the >compare command to check and compare two different swords. It will give you relative speed, accuracy and deadliness.

So would I be right to say that I should be able to make four attacks if I have the right sword combinatino, given that I've mastered sword and are superb at dual wield and second attack?

Note that as long as you do not have these skills (dual wield, sword/dagger, second attack) mastered, even if your weapons are fast enough to GIVE you 2 attacks each, you will get fail chances for every skill that you do not have mastered. However, even with non-mastered skills, if your weapons allow you so, you should be able to get 4 attacks from time to time.
