Third, the weapon when picked up should rot. I think the cosmetic look is fine but this is one of the most annoying things that someone can come acrooss being a newb.

Not as annoying as being hit with a real sword  Besides, it pretty much spells it out to you, newb or not, that the sword is so knackered it's all but worthless if you try and wield it. I really think there are more worthwhile things to get annoyed with. Global warming, third world poverty, feminists, etc.

But we've covered this ground already.

This young man has a somewhat pale and exhausted complexion. His hair is
pulled tightly back and bound at the nape of his neck, the better to
keep it from his face as he trains. His arms still have the slightly
rounded contours of youth, but suggest a wiry strength quickly
developing from the intensity of his training. His eyes are weary, but
glimmer in determination. His clothes are drenched with the sweat of
hard labour, despite the distinct chill of the hall.
His abdomen is scratched.
His right arm is bleeding.
Overall, a young warrior has some small wounds and bruises.

A young warrior is using:
<worn as skin> flesh hide (superb)
<right hand> a practice sword

The NPC is still holding the same dummy sword it had before. Only difference is that it's damage type has been changed (intentionally or not) from slice (to mimic a sword's damage) to claw. I'd guess it's defaulted back to the racial type (ie. school monster).

The increase in damage might be because the original negative damage modifiers on the NPC have now been removed (again, intentionally or not). That would make more of an impact than changing the damage type. I don't think claw damage is innately any worse than the original slicing they used to do.

I gave up trying to kill them in the end and moved to a different city where the NPCs do way less damage :p

I actually had no trouble levelling in the Taslamaran newb school when I created a test merc.

I don't remember encountering NPCs that had weapons though.

Some while back, earlier this year, I had little issue levelling a necromancer through the Collegium. Subsequently (approx 22 weeks ago), I had few problems levelling a rogue.

Within the last few weeks or so, my son tried to start a sorceror there. Got absolutely trashed by the practice dummies to the point that in the end he gave up and re-rolled as a dwarven merc. They gave him no problem after that

However, my suspicion is that something has changed with the training NPCs in there in the last couple of months or so, to the point that starting non-melee centric characters in the Taslamaran school is now somewhat harder than it was of old, if not next to impossible.
