Among the whole guards killing instead of teleporting bug there is also this lovely thing.

[HP: 3%] [ME:100%] [PE: 96%]

A centaur cityguard exclaims 'Halt, lawbreaker!'
A centaur cityguard exclaims 'Yov shall pay for your crimes!'
You dodge a centaur cityguard's attack.
A centaur cityguard stabs your stomach. ENTRAILS fall to the ground!
You are stunned, but will probably recover.

[HP: 0%] [ME:100%] [PE: 96%]
>
A centaur cityguard says 'I will now carry out your sentence.'
A centaur cityguard says 'You have been banished from this land.'
You have been teleported!
You can't see anything but stars!
Your wounds being fatal, you slip into a coma.

You are mortally wounded, and will die soon, if not aided.

That's so cool. You might have been teleported somewhere that does some kind of damage to you.

That's what it looks like to me. I don't think this is a bug.

A bit cruel maybe, but that's teleport for you.

I still suggest that there should be a minimum sentence required to banish, like attempted murder (at the minimum, maybe multiple attempted murder or just one murder). To be banished from an entire kingdom in a time where violence solves everything (like today) for something like attempting to mug (punch-out) someone for stealing from you is kind of extreme.

And due to the extreme randomness of teleport (and the rooms that are still without no-transport flags), it is fully possible to get transported into an ooc area. That's the only thing I hate about that.

So the oppressive council of necromancers can't banish you from their own (yes, it's ours, dammit, and we're not sharing!) little village for whatever puny reason they like?

The almighty imperator of the empire: THE EMPEROR HIMSELF cannot banish you because you punched someone in front of him?

It could easily vary with each nation. More lawful nations would require more legal loopholes to jump through.
