...Now who is going to bother going to the inn?

Bahhh! I think it's been addressed. As long as inn regen > campfire regen, you will have people in the inn. People who avoid the inn and use campfires to avoid PK are not going to ever be there regardless (unless they are idiots). People who need to meet other people, train skills from mentors, read the noteboard, etc., will also still go to the inn! It's hardly different than before. The way I imagine it, chances are if you're making a campfire, you're FAR from any inn and not planning on going back soon, because you're leveling or trying to get an item or what have you.

Learn to sleep!

Though I'd be for this idea if there was a slight chance of said scout setting the area on fire and dying a horrible death from the raging flames.

Moving recall points back within cities could work, it is currently one of the advantages being a tribunal member.

I just did some more thinking and I realized my concerns weren't necessary now. If it requires a scout to make these campfires, as long as it lasts a reasonable amount of time, requires adding wood to keep it up, etc., it should be good. A bard also works similarly, so if there isn't too much redundancy, it is probably okay.

Thuban, when I first begun to explore Menegroth, it was very daunting at the time, because it is really big. It was not easy to find the inn, and some players still don't know. It would be nice for all newbie schools of SK to have a quest that sends players to the inn for a reward. Food, waterskin, backpack, or something.

I remember when I was a newbie, I spent many, many of my first levels in Menegroth - when I wasn't in the sunny sanitarium. I thought I was so badass when I went off-road for the first time (and I was).

These days we provide maps on the website for every single newbie school and starting city for this very reason. The inn is marked with a big star.

I didn't even know that existed. That's spiffy.

Even with the maps, I love the idea of quests for newbies that'll help them find the necessities of SK. Like: how to get to an inn, how to use the portal stones, how to use the mentor command/who list, how to use the area command to find leveling spots ect. Even if the quests don't give exp and just newbie gear, I think it'd be awesome.

As far as the campfire idea: I don't see this interfering with inn RP too much. If people want to RP, they'll go to an inn and chat. If they don't, they'll go to an inn, sleep, then jet out as soon as they can. Can't really force people to stay and RP in the inns anyway.
