That makes perfect sense. Of course, that kills the point of tribunal recall being pretty unique and cool.

Leave them at the stones, they were moved from inside the cities for many reasons...That was so long ago I don't remember what they were, but they were good reasons too. :D

Originally you could recall to cities with no penalty. I'm not sure of the order of the portals/costing xp change, I'm pretty sure for a while there was both.

Recall was bad then, and the playerbase went from 100 at peak to 60 at peak almost immediately. I remember losing something like three levels when I recalled as a GM.
