My suggestion to lessen the benefits of the spell is so that it won't turn from something used on occasion, to something very useful that youre able to have 24/7 if you're a priest. It would give the class a boost that is perhaps not desirable now in terms of class balance.

On the other hand, if all bless does is increase your accuracy, damage, and saves by a small margin (a +3 bonus for instance) I don't think anyone would consider the benefits unbalancing.

Why would anyone have a NPC cast this spell on them? Isn't prayer just a more powerful version of bless, or am I missing something?

I have zero idea why prayer isn't accessible to any PC class. Having OOC knowledge doesn't count as knowing where to get an NPC cast it on them.

I haven't found a NPC that I could order around that had bless but didn't have prayer...maybe paladin NPCs don't have prayer? Dunno. Never been in peacekeepers/guardians to test it.

If you're in a tribunal, and a NPC can cast bless on you, 95% of the time that same NPC can also cast Prayer.

Prayer overrides bless, so really there's no point in even having an NPC cast bless on you.

On a more serious note. Why don't priests have access to prayer? It isn't an over powering spell.

You're wrong about the percentage. There are plenty of trib NPCs that can do one but not the other.
