Sukra is so old that he forgot the basics of second attack.

Did some other NPC learn it or will he "remember" it again in a week?

I tried to help someone learn the trainers there and could only find the advanced version of second attack in the town.

I think there is a trainer for second attack in Nerina, try the dojos.
Although I would like Sukra to teach second attack again considering he is a merc trainer and mercs get second attack at novice.

Not to mentionalmost every warrior class PC in the game can teach you second attack.

Hrm, there are easy to find teachers in other main cities in that case, or find another player to teach you.
