The simple solution to this problem is to allow banish to work on anyone, regardless of their current crimes, not to try to code an easily-broken system that checks the levels of the items you are carrying.

The most important part of turning yourself in naked is that you can instantly get your set and then commit more crimes in that kingdom, and the tribunals of that kingdom can't do anything to stop you even though you are known ICly to do this repeatedly.

Fewer restrictions on roleplay please, allow banish to work on anyone.

Some people in here, by the way, should keep in mind that this is a GAME, and if there were no criminals in this games, there would be no fun for them to play, and we would all extinct into a huge loophole of utter boredom. Your "holier that thou" exclamations of "Don't break the law if you don't want to get punished" may fit their petty lives, but not the game's environment.

I simply find the specific laws of said kingdom to be causing a lot of grief to a player who simply killed a NPC. I strongly believe it should change - greatly.

Also remember though that the system has worked with anyone being able to be banished by the tribunal leaders of any given tribunal... However, this was before the _insanely_ broken bounty NPCs.

every jail sentence should be accompanied by long term torture sessions. That way there would be almost no way to justify turning yourself in.

Turn yourself in with reasonable gear and wealth for jail and execution, no sd.
Fight and lose with reasonable gear and wealth, single sd.
Go to jail with either substandard gear or substandard wealth, double sd for 24 rl hours.
Go to jail with both substandard gear and substandard wealth, triple sd for 48 rl hours.
Get broken out of jail, all penalties are doubled and any new penalties are tacked on.
Or we could leave it alone?

I think banishment would be fine in the hands of a tribunal leader if bounty NPCs were removed and there was a way for certain classes to trick vendors into selling to them (with a chance of failure).

You'd need to tweak certain kingdoms to have better guards (e.g., Zhenshi) and put a bit of AI in to the static guards in cities to move toward attackers, but it would be much more realistic and fun, IMO.
