i was told that the Who list was IC, titles and the whatnot, were considered, or could be considered as 'rumors'. This is how i play it, so if i was told wrong, please correct me!

Yes, the who list and everything on it is IC.

That said, it isn't normally sufficient basis for killing people. After all, if it just identifies XXX as a follower of YYY, how many NPC followers of YYY are there? Is an assassin seriously going to go after them all?

What can justly get you killed is misappropriation of a title, or taking a leadership title. The first is a clear insult to some group. The second indicates that killing you might be worthwhile.

This wouldn't be a problem if the immstaff hadn't killed 80% of the playerbase off with their fantastic changes.

I think certain members of the playerbase did more then enough damage to the game.
