If my CON is max, and I train in HPs, do I actually gain more HPs? I trained in HPs twice and didn't notice my HP Percentage move...

You won't see the percentage move. It will just show max. If you want to see the effects of hp gaining and losing. Get an item with an hp enchant. You will see your hp move.

When you train HP you get the amount of the HP train added to your HP pool(and not just an increase at the max).

If you have for example 790/800 HP and an HP train is 10 HPs(random number?), you go to 800/810 and not 790/810 so the % change is not seen easily.
