Achernar...how would anyone have a log of this? It'd require both PoVs, wouldn't it?

What is happening, apparently...PC criminal spawns a bounty hunter, the NPC can't reach the PC, so it engages a NPC in the PCs group, and doesn't send a CB.

Yes... this is what I meant when I said, in the first post:

Bounty NPCs don't report when they engage NPCs over the trib channel, they only report when they engage PCs.

This might be seen as "convenient," but it's really just abuseable. In particular, necros. Any schmo necro can solo drain the accounts of any trib because they can sit third row and a bounty NPC will never "engage" them directly, no matter how many bounty NPCs they spawn and kill.

Can the code for bounty NPC reporting please be altered to report even the attacking of NPCS?
If a bounty NPC engages a NPC due to the fact that the PC behind the NPC cannot be reached, it doesn't report it over the trib channel.

I don't have any logs reproducing it because it yes, would require bot POVs. But logs would do nothing besides validate my finding, which doesn't need to be validated, because it's right.

This is happening constantly though, a good instance is pyras will come into menegroth with a guard and elemental without any issue, but I will find the polearms from the dead bounty guards all over the place with not a single report on the CB because if he's in position 31 he is untouchable so they do not report when they fight NPCs

I think I can solve this. After work today, I'll see about it.

If the bounty NPC throws a weapon and deals damage, I'm pretty sure it will report in that instance.

All bounty NPCs except the griffons spawn with a 2-handed weapon. They can't throw.

I was unable to fix said bug. So I've emailed Dulrik my understanding of it and why I couldn't solve it. I will work on alternative solutions perhaps in the meantime.
