Quite positive it doesn't. You can see that they have an increased casting time by the flamestrike and faerie fire taking over the normal 1 round casting time...

Right, well, like I said, I've been using this song, on these NPCs, for quite a while, over many different occasions. Every single time before this, once the entranced message hit, they never even concentrated on a spell. Then, I get a caster, who's got an itchy trigger finger. They get entranced, his spell fires, and they bypass songs of silence entrancement. The caster goes away, and once more the NPCs return to behaving as they always have once they got entranced, by not even concentrating on a spell.

I'd say that's a pretty clear indicator that there's something not working consistently with songs of silence, when casting against affected targets is involved.

They are still saving against the full affect of the song.

Its like when people get drowsy but don't fall asleep to songs of sleep.

I was just gonna point out that ABC made the priest deaf, but someone else already did. So I'll just confirm that once someone is deaf, the effects of the song that was on them is removed. No bug.

Also the help file is correct - until they fail the save and are 'entranced', silence will just slow their casting time. But that wasn't the problem here.

This isn't a bug. It always takes two stages to get them fully enthralled. I only saw one. Train in art and then he will get fully affected.

No bug, go home and move on.

Actually, you're wrong. It was the deafness that stopped the entrancement, but as D stated, once "XYZ is entranced" happens, it's full affect songs of silence.

Go home, and move on.
