Anybody wandering into that tent and answering her question ("You're not looking for supplies, are you?") gets flagged with that quest, by her. I had no idea there was some superfluous NPC before her.
Also, I had somebody else do the quest the way Chem suggested and it worked (without dealing with that first party).
EDIT:
Found the original quest-giver. Gave him the affirmative, went to Iolak, and still:

Looks up, giving her attention to you.
Iolak says to you 'Oh, you are already back from your journey? Show me what you found.
Treats me like I already talked to her. When I give her items she says I already gave them to her.
Do I have to kill her or something, and then talk to the quest-giver before she repops? What's the technique here
