Does the formula take into account if someone is casting healing vs non-healing spell?

If they get xtra healing from resisting a healing spell, that would be of great benefit, w/o the spell being wasted.

That depends on your definition of "way more", but the answer is probably 'yes'. In the example you gave, you would have had to serve at least 1 day, so the fact that you didn't pay any fine meant a double length sentence. Imprisonment is always 1 day. Turning yourself in naked may raise that to 3 or 4 days for certain crimes. Do the math.

The corollary is that you can now serve jail time while off-line, so I am not as concerned about long jail sentences.

3/4 the quests are useless now, noone ever does quests lower levels usually

I always enjoyed doing quests at champ to help me train, now its going to be useless with it being worth little to no exp if they are lower level.

For now, I'd invite people to experiment with the system and provide feedback on how it currently works. The formula will be tweaked based on what is needed or not needed.

Does the MR healing work with casting stuff at yourself? Like, a high MR sorc casting acid on themselves to heal? I don't think it should, honestly.

If you successfully resist it, it should work. If you are casting spells on yourself then you are spending a resource, so my inclination is that it is fine. I believe real healing spells are likely to be more efficient than converting mana to hit points using magic resistance.
