When exactly is the tag PAR recalculated (however it is done) and given to a new holder? Thanks in advance for the responses.

Monthly reboot tallies up the rewards and gives the flags automatically to the characters with the most points. Kind of sporatic in the past, but D has just automated the monthly reboot, so it will be far more regular. :)
