Does the amount of weight you carry still affect things like sneak?

edit: or was that ever true?

As far as I know carrying a certain percentage of your maximum allowance has a penalty that affects dexterity based skills. The more you carry the worse it gets. I've heard, though can't confirm, that the penalty starts kicking in at 50% of your maximum weight allowance.

The carrying capacity affect really needs to be put into the help files somewhere. I know when I figured it out as a noob it changed everything.
