Yes, but that means that the only way you can attack the Teron HQ and bring your tribunal NPCs with you is if you are in the Guardians/Peacekeepers (high cha gate NPC access) or if you have a priest/sorc/hellion/necro/rift scroll/gate wand with you.

Only Teron's HQ has that requirement -> all of the other ones allow you to simply declare war in enemy territory and walk right over. Even the Crucible HQ allows you to simply declare war on the Empire and fly over alongside your tribunal NPC.

It might not seem like a huge advantage to you, but it is a huge advantage. It is a very common situation that two lighties will want to break a cabal HQ but they won't have a priest/sorc/gate wand, especially considering that 2.5 of the 6 things I mentioned are "darky only" in some respects.

Right. I didn't disagree that the HQ in Uxmaln territory was the most secure that way, but I think that's actually fine. Would it be a good solution to make sure every tribunal can utilize rift or gate for just this fact?

On a far better and more serious topic, I think that the immstaff, should take about 10 good players, older player(no offense youngins), and try to revamp the cabal HQs, to what they SOMEWHAT looked like back in the day. Just keep the entrances the same.

If your question is, "Should the Talon get a gate NPC?" - the answer is yes. It is the weakest tribunal at the moment.

Pretty sure that the coolest thing about cabal hqs back in the day was passwords and secret entrances. Walking by the bookcase into the Hammer HQ, telling a NPC to open in the name of the knightlord in Losache, etc.

Wrong, The MC's HQ is flagged 'midnight' not Empire, so their tribunal NPCs are not allowed within, not sure if foreign NPCs are, however.

Some might consider that a slightly easier approach than declaring war on a tribunal.
