No, what you said was that the imms favor XYZ, and if ABC somehow gets a leader flag alongside or instead of XYZ, despite favoritism, then ABC will be unable to do anything significant because they aren't favored in the same way XYZ is favored.

Now, if you meant that XYZ will have a certain advantage in executing changes over ABC, then that is again very much likely just an issue of ability and experience that ABC does not have to call upon, and is once again not an issue of imm favoritism.
