I did read all your logs. You don't have one time that you have more than 10 wraiths. Instead, you were using a wand to get a ton of wights. Sort of speeds up the process when you don't have to regen or cast.

You don't factor in time to buy spears and wands beforehand, but that IS a completely essential part of preparation.

It's newb-like to buy all your spears ahead of time and keep them anywhere else but inside a HQ or secret place, because they can be located and destroyed easily or ambushed.

And Holy Word always obliterated your animates.

In case you forgot, you said this, "If there were a competent scout, mercenary, bard, rogue, paladin, etc, etc, etc, who tried to solo stop my necro while I attacked his city I would instantly be forced to choose between death or wording."

Death or wording instantly against PC's VS. 10 tribunal guards a minute against NPC's? Sounds balanced and fair to me.

But then again, I suppose that anything can seem "imbalanced" to others when they don't know the weaknesses of your tactic. AKA not being "competent" - Really!

A solo bard can completely nullify an animate necro with one single action.

Yet another one of the "You can persuade anyone to do stuff against their wishes, except anything really useful" examples. You can only persuade a necro to release one of his spells, leaving you with 24 potentially very ill-tempered wraiths to deal with.

It won't draw in the wraiths. And please tell me what area in the game has 28 adjacent NPCs to even one room.

The lag on B Aug is such that it won't have to draw them in, you'll be standing there as fresh meat, ripe for the slaughter.
