Not unless you could remove all interaction between cabals and tribunals, which is not something I want. I don't mean to sound mean, but I don't trust this player-base to have something like dual-membership.

The way to open up role-play for all factions, based on membership numbers, would be to rp with newbies way more than most people do now, to get them interested in staying and joining said factions.

Do you mean the top two or do you mean a trib member giving up the ability to command guards if he/she joined the cabal?

Although, the leadership skill could be implied and would make sense to me not to have if you are not a soul dedicated member of a tribunal. I'd see it as if you were one of the city guards (like the NPCs) and not their commander. Especially if you get Cabal abilities on top of all.

I dont think there is a big enough player base to do that for some tribunals/cabals, Peacekeepers being one in mind along with another

I would leave the tribunal I'm in for the Peacekeepers if I knew I'd be able to have a Hammer as members.

I think what they are saying is that you could be alts in both the hammers and the talons for example, not that one person could be in both the hammers and the peacekeepers... or am I wrong on that?

Dual membership means that the tribunal becomes a separate flag for your character. In your score, you have religion, kingdom, cabal, race, gender, profession, et cetera. You would have another spot that says tribunal. One could join the Hammer and the Peacekeeper at the same time.

Hammer               Peacekeeper
Crucible             Hand
Fist                 Talon
Druid                Guardian
Harlequin


Some combinations do not make sense, but could in theory be accomplished. Midnight is a unique circumstance. I could see Harlequin being a in a tribunal, but I would imagine only for sabotage, personal gain, etc. Midnight would likely take up both slots. So in theory you could have a Hammer Hand. I don't see it, but who knows. That's probably the one which disturbs me the most, but I believe we'll tend to see players policing themselves. They often do a better job of that than we can. Simple peer pressure does wonders. Tribunal membership would run alongside your kingdom of residence and cabal membership allows you to provide that cabals influence in the kingdom which you reside. Its funny. Anyone read help Shattered Kingdoms lately?
