The problem with punishing people for using this spell without "RP" is that your definition and someone else's won't be the same. Ultimately, roleplay is about picking a character and staying in character regardless of whether it might be better for you OOCly to act differently.
I think too many people have come to believe that RP = emotes + says with victims. It's perfectly valid RP for someone to kill you and jack your stuff during a war without a war. It might not follow the golden rule to do it repeatedly, but it's still valid RP.
Ultimately, you're going to get inconsistency in enforcement by"fixing" the charm problem through policing and punishment, though I understand the predicament the other imms are in here given that Dulrik has to fix this.
p.s. To juggernaut: I'm not sure why you persist calling charm discsussion QQ. Even if you don't let people "o charmie rem all", yoiu can still kill them with 100% consistency. It just might take a little longer while the parade of NPCs you beat them up against wear them down. Also, as JVJ said, they've already cut off all avenues for breaking the charm as the victim.
