The player made/run thing they got going on seems to make more sense, though I could see them commanding a bunch of thugs all around the city to. So long as it didn't make any REAL law and order around town.

Paying a crime syndicate for protection actually sort of makes sense.

A Teron tribunal would be a fun idea, to my mind. It just can't have leadership, free-roaming guard NPCs, or laws. But there might be certain shops and guilds that only do business with the well-connected. And clearly SOMEONE's keeping the other countries from invading.

It'd also give anarchist characters a tribunal to join, which could be important if we ever go dual-membership.

And if it'd stop the Harlequins from playing Uxmaln tribunal, fantastic. Harlequins have the potential to be the most exciting and dynamic of all the cabals. I really wish my experiences with them were in more accord with their help file.

Teron tribunal would be blatantly stupid as an idea. The Harlies as a cabal has GREAT potential if ppl use it right, but unfortunately, many of them just want to RP drunk sprites and think that this is the proper RP for a harlie.

I dare say from my personal experience the Harlequin spellset is overpowered. Each spell on its own is balanced enough, but the synergy spells doom for any tribunal going up against devoted assailants.

I honestly wonder what would be worse for the game: irredeemably bad RP or mercilessly badbutt PVP. :P

It should be said in their defense that some Harlequins are great roleplayers and I'm sure they really used their cabal to its full potential while maintaining a sense of solidarity in vision and united forever in friendship and labor.

I'd be hard pressed to do a better job than some of them, at least. And just because I wouldn't do what others of them do doesn't mean they're not good at it.

Teron needs a tribunal so that the other tribunals can actually declare war on it.

Starting an army in the city of anarchy? Good luck finding candidates that can justify their reasoning why they joined the army. Sometimes people would rather ruin the history behind things just to get what they want mechanics-wise.

To be fair, there is absolutely no reason why in an anarchist society, you couldn't have militia. Actually, I think militia would probably be quite common, since it's just a mutually beneficial alliance in order to protect what you own from those who would deprive you of it.

It doesn't mean that if Uxmal was given a tribunal, that it would have to operate just like every other tribunal. One could still declare war against a militia, and a militia can certainly go on the offensive.

Sure, the guards wouldn't run around yelling "Halt, lawbreaker!" but could easily pull something along the lines of what Derk Thoms and his men do. Besides, anyone who wants to try to instate an actual government, is very likely to encounter massive amounts of violent opposition.
