It decreases every combat-oriented aspect of a character - attack speed, attack accuracy, spellcasting success rate, skill success rate, the whole bit. In addition, it is not a small decrease: It's a HUGE hit.
It also IMMEDIATELY hits everyone in a room. At least, I've never seen anyone resist it.
The only way around it is to deafen yourself: Which isn't always possible, and still cripples most characters even at that.
Or you could have a bard singing countersongs, but seriously who does that?
Sorry, but it only seems to me that you have no idea about bards and how to REALLY counter them. It's really easy to counter them with another bard in group PK if you have a bard in your group too, and not with countersongs. Just get a bard, too, instead of complaining about them
In general, two bards in group PK can be negated if played smart.
