This would be more likely, much moreso than merging any Cabal & Tribunal to be more like Midnight Council. The MC is the anomally here.

The pbase is pretty small already for the current factions, splitting another wouldn't help that much.

Except membership in the Imperial Guard or whatever would be basically compulsory for Midnight members.
