I know that weapon speed determines whether or not skills like second/third/fourth attack work, but do any stats play a part in this?

Would a merc with 15 dex be slower with his weapon than a merc with 20 dex?

No, your dex will not affect this.

The other factors that will determine how many attacks you get are:
*Specialize
*Fury
*Haste/slow
*PE (you have to have a certain minimum to get your extra attacks)

However I think your chance to hit is affected by your dex. So a higher dex = higher chance you will actually connect with 2nd/3rd/4th attack.

The help files say it's STR that affects your to-hit.
