Let's go with a mercenary for this example. You've been dirt kicked and can't see, but you still want to keep fighting. You swing in random directions hoping you hit something. Each time you miss, you get more and more tired. Eventually, you'll hit something. You don't know what you hit, but you hit it, so you start fighting it.
That's the example. Basically, I want to be able to start a fight while dirt kicked. You try to start a fight with a random being in the room, and could be in your own party. There is a chance that you'll not hit anything, and this should drain some PE, 5% or so, who knows. Discuss.
This could also work when you are blinded, too. *shrug*
This doesn't fit the idea of a highly trained soldier at all. If you've taken any form of martial arts then you'll understand that there are actual targets on your opponent's body that you'll be aiming for, and all of your training will be relaxed into muscle memory. It's the same idea behind firing a gun, using any weapon, or playing FPS games. It's all muscle memory. Your body is trained that way. The mercenary isn't suddenly going to be swinging in random directions, unless he wants to look like an utter idiot.
If you want to test this out, you can take some flour and toss it in your eyes. Do you suddenly feel like attacking something? I didn't really think so. But this is a semi-harmless way of simulating the effects of dirt kicking as it will immediately dry out your eyes and force a period of blindness, at least until it can be cleared up.
