Only a few NPCs were tweaked, but it was done when I realized some NPCs had much better weapons than the others. I think they should each have about the same thing. They are all vaguely congruent. It was already supposed to be as it is, but something hadn't been saved properly. I'm not sure I knew it would make this much difference, but I would like to know what people think about some groups getting better weapons on their NPCs than others. Fair, no...

So which bounty NPCs got improved weapons recently?

I've heard from a couple people that the MC bounty NPCs suddenly pack a little bit more of a punch. Which others were buffed?

Achernar, if you're trying to equalize them, don't forget to remove the zappy mr armor that some guards have and others do not.

After this response I'm thinking that they should all lose all weapons and armor, but then Talon would be all the way above everyone else.

Just make them all scout NPCs, their level scaled to the offending target minus 15, with no armor and weapons. Granted the talon griffons would still be the best, but who attacks Nerina anyway?

They are all scout NPCs. Nothing about classes changed. It simply was weapons.
