I issued a pardon to Moir and when he arrived at the north gates this happened.....

Code:
Northern Gate of Nerina
A towering, stone gatehouse dwarfs the road passing through, with all the
terrible grandeur of a structure designed purely for raining death upon
those who might stand beneath it.  A thick, steel portcullis hangs suspended
from the structure to be lowered from above as the occasion warrants it.  A
large, stone pillar sits prominently just outside the city wall, freely
accessable to any passerby who might happen to be passing by.  A small
cactus blooms in front of the pillar.
It's mostly clear, hot, and there is absolutely no wind.
Obvious exits: n(murder hole) e(murder hole) s w(murder hole) nw(murder
hole) ne(murder hole) road
The road leads off north, away from Nerina.
An armored male dwarf is here, standing guard.
An armored male dwarf is here, standing guard.
An armored male dwarf exclaims 'Halt, lawbreaker!'
An armored male dwarf says 'I will now carry out your sentence.'
An armored male dwarf says 'Because the record for your crimes is no longer available, you are sentenced to death.'
An armored male dwarf raises his weapon and brings it down on your neck! Everything goes black.
You have been KILLED!!

Is this common after being pardoned? For he had no crimes(wasn't even on the wanted boards) and yet he killed.

Wow, that's hilarious. Those armored dwarves are clearly pretty hardcore.

I've never seen anything like this before.

That's really hardcore! I thought there was no capital punishment in Nerina!

Obviously being pardoned is punishable by death.

Wow, never did that any times I had pardoned anyone! Were you banished before the pardon? If they forgot to un-banish before pardoning, that could be somehow related. Not too sure!

This has happened to me a few times, in different kingdoms. I think it has something to do with you having been attacked by that specific law NPC shortly before the pardon.

Also, I love the line they say when they do it.

Wow, I've never seen that before. It looks like being pardoned is worse then being outlawed depending on your crimes. Is this bug? Like an unbanish bug or something because that's total BS.

I would be furious if that happened to me in the game. No joke on a bad day I might delete over something like that.

Worth some investigation.

Was the timing of the pardon such that it could have happened right at the instant you were caught?

Could that NPC have already been hunting you from a prior visit to the city (prior to being pardoned)?

...as for in-character...

A junior armored male dwarf says to a senior armored male dwarf, 'We couldda just marched him over to the judge to check.'
A senior armored male dwarf growls.
A senior armored male dwarf says, 'Oh cobblestones, 'e was a criminal 'afore and he'll criminal agin. I jus' did e'eryone a favor.'
A junior armored male dwarf raises his eyebrows.
A junior armored male dwarf ponders.
A junior armored male dwarf says to himself, 'Y'know I thought I saw some movement away - ya might have had no choice if he was escapin'.'
A junoir armored male dwarf strokes his beard, nodding to himself.
A junior armored male dwarf says, 'Yep, now that I be thinkin' 'bout it, I swore I saw him startin' ta be running away.'
A senior male dwarf grunts.
