The very definition of outlaw, as a noun, is "A person who has been deprived of the benefit and protection of the law". So, if someone is declared an outlaw they really should not only be unable to report, but also crimes committed against them should not be reportable.

Join a Tribunal.

Normal citizens follow the law. They aren't deputized to fight outlaws. Vigilantism (sp?) is a crime in SK.

I'm going to have to side with Syn on this one, actually. It is the law-giver's job (e.g., the tribunal member) to deal with an exile. It is neither within the responsibility or even the purview of a citizen. If you kill an exile, you're still guilty of murder.

In terms of modern law yes...but I was under the impression, SK is fantasy set in much earlier times, no?

I am pretty sure that you can report crimes so long as you are not currently in melee combat.

Judges aren't flagged as law NPCs, I don't think. They just tend to be grouped with NPCs who are.

Dulrik has been very consistent in his position that being a vigilante is against the law in the SK universe.

The way the code is set up, you can't report crimes that didn't happen. I assume there is some magic ability judges have to see if you're telling the truth. They do have true sight so it's not a stretch. That's why they believe the outlaw.
