I'd say Grahme, Shinlanken and the Aru camp in the north would be the only locations to allow for tailors to make barding. Can you limit it to locale and not race?

I'm happy to hear you're reconsidering a bit. I understand the desire to make barding more exclusive than other armors, but I don't think making it tailorable would ruin that. Anyone who wanted a barding would still have to seek out a scout, find a skin that matches their armor type and get the scout to go skin it. Wearing skins is not overwhelmingly popular, and frankly neither are centaurs. I think you'd open up some variations and options for barding, but it would still not be as easy as going to kill XXX NPC and take their loot.

Oh, and for the record, if making it exclusive to centaur tailors is your fancy it should be in at least two places to both sides (evil/light) have access. Grahme and Shinlaken would be outstanding choices, but to be honest, I am not sure if there IS a tailor in Shinlaken. Teron would be another obvious solution.

Hrm...what about a single tailor that could do such that would require some sort of quest to have the ability to make such? This would maintain a higher level of scarcity. Somewhere without law would be ideal for this. Also, perhaps even only centaurs could do such?

I don't see how limiting it to Grahme would provide scarcity. It's very easy to go there and I am sure everyone would.

Most of the darkies are going to be outlawed there.

I'd say Grahme, and either Shinlaken or the D'Astae camp would be sufficient, though.

I'd like to see outlaws still be able to buy things and train, but I'm sure that won't happen. What if there were a black market upcharge shopkeeps charged outlaws?

I could definitely get behind this.

But unfortunately if I did that, within a year probably 80% of the tailors in the game would have been swapped out with centaur tailors. :-?

IF RACE = CENTAUR && AREA = GRAHME.

Fixed.

Now doo eeet!

I think they should too. When barding first came out I asked why you couldn't. I can't remember the answer I got. I made a thread about it. But hey, at least we got barding. I'd rather you could tailor some up but having to find it is better then not ever having it.
