Art should have an exponential increase in penetration power as opposed to a straight scale. Make it worth while to train 14 art instead of everyone training 6 art to gain scroll ability.

My sorcerer has 14 art. I felt it was worthwhile go to beyond 6.

It affects NPCs if they have enchanted gear on. Otherwise, not. That's my understanding anyway.

It should help with npcs, regardless if they are wearing armor. For example, you are trying to blind a dwarf NPC race. Their natural con is very high, making them a bit harder to blind compared to a sprite. With increased art, you have a better chance of blinding them, especially if your level comparatively is less then the NPC.

Art is only useful for the malediction based classes. Hellion/shaman/necromancer. Of those three classes, only the hellion needs a buff.

Eh, I disagree. I think art is also useful for any class with scrolls. And of those three classes, shaman are by far the worst. They're just priests that suck.
