Two bugs I noticed with law NPCs. The first is if you have more than one in your group for every tribunal member in your group and one of those group mates walks off, the law NPCs still follow the leader. So I could ask two people to join me, invite three NPCs and than tell those two people to do something else, yet still be able to walk around with three law NPCs and only one player.

The second bug deals with ejecting and re-inviting law NPCs. You can effectively reset their 'home room.' Lets say the NPC spawns at point A and I go to point B, eject the NPC and invite and have the NPC accept again at point B. Next I walk to point C, the NPC will try to go back to point B, instead of point A where it originates from. This cannot be 100% of the time be replicated, and sometimes several tries require it to reset the home room. This can be of course abused in a lot of ways from spawning extra NPCs, or setting death traps. This also sucks when you use a NPC and just want to return it somewhere, because someone caused you to have to re-invite it in your group at some point and now forgets where its supposed to go.
