picking up items while fighting

A goblin boy misses a young hippogriff.
Overall, a goblin boy has some big nasty wounds and scratches.

But if I try to pick an item up during a fight I get....

There is too much chaos going on right now.

Are NPCs not affected by this, or is it a minor bug?

Some NPCs are scripted to pick up things, and in those cases, they are not limited. Definitely a bug IMO.
