Obviously, the kingdom is not footing the bill at all, save through tax. The tribunal coffers don't fill by themselves just because tribunal members are online.

You are going in circles, because you're not drawing connections between taxation and every citizen already being able to contribute (Not that I honestly expect a change like this to have a real impact, how many people honestly would do it? It's one of those things that everyone would theorycraft/support, but rarely get used, as I see it)

I hate to say that I'm agreeing with Galactus and Sargas here. I think that everyone should be able to dump money in coffers for a given tribunal, if you're from that nation. Just consider it paying higher taxes than the normal tax rate. It's not buying them law immunity or any benefit other than helping fund their homeland. Are you going to tell me that there's a single government in the history of fiction or non-fiction (that had a monetary and taxation system and wasn't communist) that would say "No, we can't take your check/money, just pay the normal tax rate"? I'm pretty sure at that point it'd be time to take a ride on the roflcopter into the middle of a lollercaust.

There's plenty that wouldn't allow vigilantism - it would be a tall order to find one that wouldn't take extra funds if donated to. In the end, this seems like a meager/harmless change that has only 1 benefit over the current system: prevention of spam-draining accounts when tribunals are offline. Realistically, I see it only as allowing there to be more guards to farm, since if there's no trib members and no one to stop the spam-draining, I doubt there'd be a stop to the farming...but that's kind of why it's harmless. It would prevent people, also, from ninja-jumping cities AFTER this coin farming by allowing a rich entrepeneur to drop a fat stack of blacks in the bank when someone entered the city and got up in their face.

I also agree with jhorleb/WW, in that every country's guard NPCs should yell when engaged. Either that, or none of them should - but I really think it's a cool thing, so I'm inclined more towards everyone having that meager benefit.

TL;DR: All guards should yell. All citizens should be able to pay extra taxes to contribute to coffers. However, there are other, better uses of time than a change like this if there's a limited time and a long list of changes. This should be near the bottom, but I think it should be on the list.

I don't know if it is the same with all tribs, but one of the trib leaders told me they don't keep much money in the coffers when they leave is because it will be drained by others using techniques to drain it while keeping themselves safe.

So, right now in that certain trib unless a trib member is about, the coffer is empty. So, if those that are draining accts when the trib is offline, why can't citizens donate when the trib is offline?

Is it just me or does this sound like the same OOC thinking as getting someone to say enter in front of a cabal guardian to prove they aren't a member.
"Yo, King! I'm going on vacation for a bit so I'm gonna empty the treasury before I go...in case...um...Bad guys. You won't need guards if bad guys attack, right?"

Just a thought, Donations to coffers can't be withdrawn once donated? Never been in a Tribunal, not sure how it works, it just sounds inappropriate.

You can't withdraw from Tribunal coffers in that way. You can use a leadership command to spend what's in there to subsidize the economy but it's a behind the scenes sort of thing.

They're not talking about withdrawing what's in the account before logging out, they're just not putting large quantities of coin into the accounts ever.

Yeah, anything a trib member deposits can't be withdrawn: So it isn't as if the trib members are taking money out of the coffers when they aren't online, they just aren't always depositing money in.

I agree that citizens should be able to donate to the coffers when newbs are raiding a defenseless city.
