Give respect until it is proven that they won't reciprocate it. To expect anyone to show you respect before you will show them respect is just silly.
Again what you're asking for is common civility and this thing called courtesy. It is vastly different from respect. I can be nice and civil to someone I have zero respect for. And vice versa. Case in point, someone who's ethics and morals I absolutely detest, I can still summon the ability to not call them toolbags and insult them. I was taught at an early age that if you respect someone they are a person you would look up to and whose teachings you would follow. So please don't think that you or anyone should show respect to people they can not stand, but civility is a very key point in society and few people have that ability.
Expect respect is really what is silly. Would you respect a murderer just because they are 'being polite' to you? Because they expect you to respect them? No. You wouldn't. Could you still treat them with human dignity and civility? Yes. Yes you could. See the difference?
