I would really love to see NPCs in cities flagged better, in that some will fight, and the rest will run to find a guard NPC to drag them back to attempt to arrest you. Not just sitting in the corner with their thumbs up their butt.

How about when you look in a direction you now also can see if there is combat in the room. And in adjoining rooms of combat there could be an echo notifying of combat to the <direction> with the echo coming less frequently the further away you were and no echo coming if they are too far away to see. Different AI's could be set then to respond to this echo so when city guards hear fighting, they'd join in, or go get reinforcements or whatever.
