I only ever thought you could exchange those bracers from war parties.

Find a bard and the aforementioned bracer for a complete explanation.

War parties drop bracers. You wear the bracers, go to the bank and type "exchange." You will be given a high level blank scroll, high level blank potion, or high level pill of shield/armor depending on your class. If your class scribes you get the scroll (a fine scroll), if your class brews you will get a stoppered vial, and if your class does neither you get the "pill of defense." I don't actually remember what the pill of defense gives, but I think it is shield and armor. This has been around at least since I started playing. Aldric ran around with the fine scrolls.

It would be neat if you could exchange random stuff for other random stuff of equal value or less.
