Reason is this, humans can't even dance to all of the songs. You need dex 21 to dance to the highest level song (assuming you are NOT taking damage), after age ticks no dancing. Which means that after age ticks only elves/helves/sprites can even dance to all of the songs. The dex requirement is pretty ridiculous. You used to be able to make that up via haste but it got nerfed where I doubt a bard would even risk having the debuff later.

Interesting. Then again, the most powerful songs are the most powerful songs, and even without dancing they're powerful. If the only song you had to haste to dance for was silence, and you could still dance to sleep, I don't see the big deal.

Besides, at the other age ticks you get more charisma and intelligence.

Curious then (since I don't like to play many casters), does the highest level spells for sorcs/necros/etc need to have int of at least 21 (not holding any other spell)? If so, then I concede. If not, the requirements are too high.

My point is that songs of silence isn't honestly that commonly used. If that's the -only- song you would need to haste to be able to both sing and dance to, then that's not as if it's a crippling thing.
