It becomes a weakness mostly because of other weaknesses the class has.

EDIT: On the topic of staffs, though, and completely unrelated to swashbucklers, the type in general needs to be looked at because it doesn't accurately reflect the use of that kind of weapon sees. Multi-attacks should be easier to proc with the staff type, and it should have a bonus to parry sword and axe type weapons. As the game portrays staff use now, it basically is used as a blunt stabbing object.
