I'm sorry; I feel that "we're volunteers" is valid, especially considering that we have lots of events, changes, new areas and other fun stuff in the works that I feel, and many players likely agree, are a better use of time. I am happy to spend a LOT of time on SK. A LOT.
As for your helpfile edit suggestions, I think others were put off by the tone injected into them. I know you are trying to help, but they do read just nasty, and you suggest a much more rigid reality than exists while also suggesting that this is Paranoia, which it isn't. That doesn't mean that anyone necessarily need "HTFU." They may voice their distaste with your edits just as you may voice your distaste for the original helpfile. You're all free to submit suggestions for anything at all, including helpfiles, via email, PM or even here on the forums to any or all of the staff; that much is also not new. We're a fairly active bunch, and while we may choose to use the whole suggestion, bits and pieces or none of it, you'll at least receive the courtesy of a response.
I have to disagree: This scenario isn't the same as driving a car while you're fixing it. As I said, those that are punished know about the expectations. And, FWIW, these aren't actually new expectations. As stated in the announcements forum, these have always been the expectations. We're trying to make them simply more clear, and we're enforcing them.
As for a "roleplay rewards" thread, I can consider it, but if it is to be as vague as the other to protect the characters involved, it won't be particularly helpful as inspiration. Many many many many times more IMM enlightenments are given out than punishments. In fact, for the last week, the ratio was 27:1. That, to me, indicates that there isn't really much an issue.
Just a general note, though: If there are complaints about enforcement, they are best addressed to the staff directly.
